The grants management process has commanded more attention and has become more complex with the passage of time. Today it is an integral part of the award, management and audit process associated with grants and contracts.
OMB has issued the Circular A-102 “Grants and Cooperative Agreements with State and Local Governments” which has been implemented by the Federal agencies as a “common rule”. OMB has also issued Circular A-110 (now 2 CFR 215) relating to the uniform administrative requirements for all other non-profit organizations.
The Circulars and implementing regulations cover numerous topics including cash management, procurement, program income and records retention to name a few. Each lays out the specific requirements related to the individual subject area. If they are not implemented correctly, a grantee is subject to corrective action or a disallowance.

The ICS team can help governmental units or other entities with an assessment of their implementation of these requirements and provide recommendations for improvement. In addition, the ICS team can perform the sub-recipient monitoring reviews as required by the Circular and implementing regulations.
