Innovative Costing Solutions provides training of staff in the cost principles and grants management arena for both Federal and non-Federal organizations. 

Governmental experience

The ICS team has extensive experience with the cost principles from both a governmental and non-governmental perspective.  The team has spent a major part of their careers within the Departments of Health and Human Services and Labor assisting the Office of Management and Budget in the development and revisions to the various cost principles. 

Grantee level experience

The ICS team has spent numerous years either working for a state/local government or other organizations that receive Federal funds.  Responsibilities have included implementing the requirements of the Circulars and resolving any issues related thereto.  This has provided a rich resource of knowledge upon which to draw in developing and presenting the training sessions. 

Training format

Training has been provided in varying formats from lecture, to class participation, to interactive TV broadcasts to nationwide audiences.  Audiences in these venues have included auditors, program managers, fiscal managers and front line workers including program staff. 

Recent sessions

The ICS team has provided training for the Department of Education grants officers; the staff and grantees of the Workforce Investment Act and Division of Indian and Native American programs at the Department of Labor; the staff and grantees of the Grants Management Division and the Office of the Assistant Secretary for Operations of the Community Planning and Development Division, the staff and grantees of the Fair Housing Improvement and Fair Housing Assistance programs, and the grants management staff served by the Office of Administration’s Grants Management Division at the Department of Housing and Urban Development; Chief Financial Officers and other staff of Goodwill Industries; numerous sessions for the Interagency Auditor Training Institute of the USDA Graduate School; and financial management staff of the states of Montana, Louisiana and Nebraska.

Personalized training

The historical experience and the on-going training provide the trainers with rich background experiences that adds a “practical” side to the training. This allows the participants to visualize the impact of the various requirements of the Circulars. 

The ICS team normally customizes the training session to the specific needs of the client.  In the majority of the sessions, ICS prefers a small group environment of approximately 30 participants to allow each attendee to receive personalized training.
